Minutes April 18, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session April 18, 2023, at the Dover City Hall.  The following were present:  Mayor Lee presiding and the following council members:  Chris Walker, Russell Warhurst, Connie Ragsdale, Fred Standridge, Carl Wetzel and Attorney Luker.

Absent:  Pat McAlister

Prayer:  Chris Walker

Pledge of Allegiance led by Regina Kilgore.

The minutes of the March 21, 2023 meeting were reviewed and there being no corrections, Council Member Walker made motion to accept the minutes.  Council member Ragsdale 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

The monthly bills were received and signed.  Council Member Warhurst made motion to approve payment of the bills.   Council Member Walker 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Mayor Lee stated he has received a quote for carpet and floor cleaning at City Hall.  The amount is approximately $500.  The council all agreed.

Mayor Lee stated he would like to form a water committee to study the water income and expenses etc. for Act 605.  He ask for volunteers.  Council Member Ragsdale and Council Member Warhurst volunteered.  Mayor Lee said if anyone else would like to be on committee, just let him know.

Mayor Lee stated the city needs to transfer $5,000.00 from General to Water.  Council Member Walker made motion to accept the transfer.  Council Member Warhurst 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

The council accepted a letter from Regina Kilgore, Recorder / Treasurer informing them of her retirement effective May 1, 2023. The council and Mayor expressed their appreciation for her service. The council unanimously indicated their desire to reassign the responsibilities of that position to Christina Walker who is willing to accept and is currently the Water / Wastewater Clerk. The process of hiring a replacement for the Water/Wastewater position will begin soon. The shuffle of responsibilities and the fact that the Recorder/Treasurer is an elected official will take some time and the Council will be required to appoint a Recorder/Treasurer to complete Mrs. Kilgore’s term that will end Dec. 2024. Speaking for all Dover Citizens and employees “Regina will be missed, and we wish her the best in her retirement”. Mayor Lee ask for council  to accept Regina’s letter of retirement and make motion to move Christina Walker to Treasurer position and accept resumes for water/wastewater clerk.  Council Member Ragsdale made motion to accept the retirement letter and advertise for Water/Wastewater Clerk position.  Council Member Standridge 2nd.  Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Mayor Lee stated Regina Kilgore needs removed from all City checking accounts and the need to put Vonna Marpel, Christina Walker and Mayor Roger Lee on all City checking accounts.  Council Member Standridge made motion to accept these changes on all City checking accounts.  Council Member Ragsdale 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Melissa Sanders gave the Library Report.  There were 1,598 visitors and 9 new cards issued.

Ron Walker stated the planning commission had nothing new to report.  Their next meeting will be July 6th.

Yancy Poynter gave the Utility Report:

Water dept.

  • installed 1 service

Sewer Dept.

  • inspected manholes
  • in process of repairing manholes

Street Dept.

  • patched streets
  • replaced 4 culverts
  • highway dept. replaced culverts on cherry st. and ballpark entrance

Mayor Lee stated he and Yancy had attended a preconstruction meeting with ARDOT to plan the overlay project to begin Mid-June.

Fire Chief Duvall gave the fire report.  He reported 6 training sessions, 3 calls answered and an unannounced fire drill at the school.

Mayor Lee stated the Fire Department needs a laptop.  He suggested the City Hall laptop go to the Fire Department and the City purchase a new laptop for City Hall.  Council Member Ragsdale made motion to give the City Hall laptop to Fire Department and City Hall purchase a new one.  Council Member Standridge 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Chief Dalrymple gave the police report.  He stated there were 884 total calls, 187 contacts, 490 property checks and 592 extra patrols.  Captain Titsworth gave the council an update on car cameras the police department are needing.  He stated they have found the cameras they need.  The cost is $44,000.  Mayor Lee stated the money would come out of General.  Council member Standridge made motion to purchase the cameras for $44,000 and pay it out of General.  Council Member Walker 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Council Member Standridge made motion to go into executive session.  Council Member Walker 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried. Council went into executive session at 7:04 pm.  They came out of executive session at 7:40 pm.  Mayor Lee stated no action was taken.

Council Member Warhurst made motion to adjourn.  Council Member Walker 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Meeting Adjourned.
