Special Call Meeting
Minutes April 1, 2025
The City of Dover in Pope County, State of Arkansas, met in special session April 1, 2025, 6 p.m. at the Dover City Hall. The following were present: Mayor Roger Lee presiding and the following Council members: Russell Warhurst, Chris Walker, Carl Wetzel, Connie Ragsdale.
Absent: Fred Standridge, Brent Hottinger and Attorney Jacob Phillips.
Prayer: Roger Lee.
Pledge of Allegiance: Roger Lee.
Roll Call: Recorder Renee Nelson.
Mayor Roger Lee Presented Ordinance 2025-4, an Ordinance to Waive the Competitive Bidding Requirements for the Purchase of a Vehicle for the Dover Police department.
Council member Walker made a motion to place ordinance on 1st reading. Council member Ragsdale 2nd. A voice vote. Yeas:4. Nays:0. Motion Carried. Council member Walker read the ordinance. Council member Walker made a motion to accept the 1st reading. Council member Warhurst 2nd. Yeas:4. Nays:0. Motion carried.
Council member Walker made a motion to suspend rules and place ordinance on 2nd reading by title only. Council member Wetzel 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Mayor Lee read the ordinance by title only. Council member Walker made a motion to accept the 2nd reading. A voice vote. Yeas:4. Nays:0. Motion carried.
Council member Walker made a motion to suspend the rules and place ordinance on 3rd and final reading by title only. Mayor Lee read the ordinance by title only. Council member Walker made a motion to accept 3rd and final reading. Council member Ragsdale 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Council member Walker made a motion to invoke the emergency clause and place ordinance in full effect after passage. Council member Ragsdale 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Mayor Lee presented a Resolution to apply for Great Stride/Trails for Life Grant. The grant would pay for walking trails for the city park. Council member Warhurst made a motion to approve Resolution 2025-5, to apply for the Great Strides/Trails for Life Grant. Council member Walker 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Council member Ragsdale made a motion to adjourn. Council member Walker 2nd. A voice vote. Yeas:4. Nays:0. Meeting adjourned.
