Minutes August 15, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session August 15, 2023, at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Chris Walker, Connie Ragsdale, Carl Wetzel, and Brent Hottinger.

Absent:  Fred Standridge and Attorney Luker.

Prayer:  Brent Hottinger.

Pledge of Allegiance: Chris Walker.

The minutes of July 18, 2023, meeting were reviewed and there being no corrections, Alderwoman Ragsdale made a motion to approve the minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

The minutes of Special Called Meeting of July 25, 2023, were reviewed and there being no corrections, Alderman Warhurst made a motion to approve the minutes. Alderwoman Ragsdale 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

The monthly bills were received and signed. Alderman Warhurst made a motion to approve payment of bills. Alderwoman Ragsdale 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

Jack Critcher from the Municipal League out of Little Rock, was here to present State Representative Stan Berry, with a distinguished legislator award. Representative Berry thanked everyone for the honor of serving the Dover area and the state.

Meagan Musgrove gave an update from the eclipse planning committee for the Dover area. They are planning RV parking at the ballpark, requiring a 4-night package, Friday- Monday. Also planning day camping areas for visitors staying in hotels. They are working on merchandising options. The committee is working with area emergency services for Fire Safety and Emergency Stations to be set up in designated areas around Pope co.

Melissa Sanders presented the library report. There were 1845 visitors, 11 new cards issued, 35 children for Monday readings.  She hired a new assistant manager, Tony Johnson. Clubs are on a break for August but will resume in September.

Ryan White, a local resident, and businessman shared some ideas on building bike/jogging/ walking trails in Dover area. Ryan has assisted other communities with building and acquiring funding for these trails and would be happy to assist us in doing the same. Further discussion on the subject is in the works.

Ron Walker was absent. Mayor Lee presented the planning commission report. Alderman Wetzel made a motion to grant a zoning variance for The Smoke Shop to be allowed to have up to four vehicles for sale on their parking lot. Alderman Ragsdale 2nd. A Voice Vote. Yeas: 4. Nays: 1. Alderman Walker was opposed.  Motion carried.

Alderman Walker made a motion to grant Jason McGee a zoning variance for up to a 4-plex apartment unit on a property at the corner of Cherry Street and W Camp Street. Alderman Wetzel 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

Yancy Poynter gave the utility report:

Water Department:

Lead and Copper samplings completed, Results Good.

Repaired three water leaks.

Replaced clear well discharge valve.

Sewer Department:

Installed one Service

Street Department:

Replaced seven street signs.

Painted three crosswalks.

Replaced two culverts at the ballpark.

The mayor informed the Council of the reception of a fully executed grant agreement from Arkansas Department of Agriculture and Arkansas Natural Resource Commission. The grant is to rehabilitate the sewer system in Dover and from Dover to Russellville. The Grant was applied for by Dover with the help of and an agreement with Russellville. The Grant is a 75% match-meaning each will pay 25% of the total amount they received. The total is 3,385,000.00.  Of this amount Dover will receive 869,250.00 + 25% (289,750.00) for a total of 1,159,000.00.  Russellville will receive 1,669,500.00 + 25% (556,500.00) for a total of 2,226,000.00.  This will allow the city to replace and repair parts of our system which have been needing repair for many years. The mayor thanked Russellville Mayor Teague, City Corp General Manager Steve Mallett, State Senator Breanne Davis, State Representative Stan Berry, and our Engineer Jeff Denhardt with ESI for their much needed and necessary help during the process of receiving this grant.

Fire Chief Charles Duvall was absent. No fire reports.

Chief Dalrymple gave the police report. Total calls 1252, contacts 243, property checks 441, extra patrols 897. Captain Titsworth reported that the new cameras have been installed on all units. They were pleased with the performance of the cameras.

Concerning the 2022-2023 Water and Wastewater Audit, Alderwoman Ragsdale made a motion to change auditors to Shoptaw, Labahn and Co. PA. to do the yearly audits. Alderman Hottinger 2nd.   A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

Mayor’s report consisted of updates on the two abandoned houses cleanup.

A Water Committee was formed and will have its first meeting Tuesday Aug 22 6:00 pm at City Hall – Members: Mayor Lee, Connie Ragsdale, Russ Warhurst, Brent Hottinger and Treasurer- Christina Walker.

Alderman Walker made a motion to go into Executive Session.  Alderwoman Ragsdale 2nd.  Mayor said no action was taken.

Alderwoman Ragsdale made the motion to adjourn.  Alderman Walker 2nd.  A Voice Vote. Yeas: 5.  Nays: 0.  Meeting Adjourned.
