December 2022 Meeting Minutes

December 20, 2022

The City of Dover in Pope County, State of Arkansas, met in regular session December 20, 2022 at the Dover City Hall.  The following were present:  Mayor Lee presiding and the following alderpersons:  Pat McAlister, Chris Loper, Chris Walker, Connie Ragsdale, Fred Standridge,  Carl Wetzel and Attorney Luker.

Prayer:  Chris Loper

Pledge of Allegiance led by Deidre Luker.

It was noted this will be Alderman Loper’s last meeting.  He was thanked by everyone for his years of service.

The minutes of the November 15, 2022 meeting were reviewed and there being no corrections, Alderman Walker made motion to accept the minutes.  Alderman Loper 2nd.  A Voice Vote:  Yeas:  6.  Nays:  0.  Motion Carried.

The monthly bills were received and signed.  Alderwoman McAlister made motion to approve payment of the bills.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Dover East Lab Students were absent.

Mayor Lee presented Resolution 2022-6 Providing for Adoption of a 2023 General, Street, Sewer System & Reduction, USDA Grant-Street Truck, Reserve, Sewer Construction, Depreciation Reserve, Act 822 Fire and Court Automation Accounts Budgets for 2023.  Mayor Lee stated included in the budget is money for a 2nd SRO officer at the school, also included is the Sewer grant money. M  Alderman Loper made motion to approve  the Resolution.  Alderwoman McAlister 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Mayor Lee stated the city needs to transfer $74.01 from General to Depreciation Reserve Account, to reimburse the account for checks and deposit slips purchased.  The Depreciation Reserve is account that has restricted funds.  Alderwoman McAlister made motion to approve the transfer.  Alderman Wetzel 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Mayor Lee stated that via text, the council had approved $19,000 for concrete apron behind Family Dollar store.  The actual cost was $16,500.  Alderman Standridge made motion to approve the $16,500 expenditure.  Alderman Walker 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Melissa Sanders gave the Library Report.  There were 1328 visitors in November and 441 Wi-fi users.

Ron Walker stated the Planning Commission will have their next meeting January 5, 2023.

Mayor Lee mentioned that the last sewer bill from City Corp was $9,000.

Yancy Poynter gave the Utility Report:

Water dept.

  • repaired 3 leaks
  • J.J.,  Jack, and Willis attended a plumbing inspectors school
  • bore on hwy 7 completed to supply water to two customers due to family dollar
  • installed 1 service

sewer dept.

  • nothing major to report

STREET DEPT.

  • patched streets
  • section of peaceful valley concreted to help maintain integrity of road
  • trimmed limbs encroaching on right of ways

Fire Chief Duvall gave the Fire Report.  There were 2 structure fires, 1 motor vehicle accident and an auto aid training.  He stated there were 87 calls this year for the fire department.

Police Chief Dalrymple gave the police report.  There were 868 total calls, 129 contacts, 584 property checks and 701 extra patrols.  He stated the school had an active shooter drill, one of the new units is here and in use, expecting the 2nd new unit around February 2nd.

Alderwoman McAlister made motion to adjourn.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Meeting Adjourned.
