Minutes December 19, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session December 19, 2023, 6:00 pm at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Chris Walker, Carl Wetzel, Brent Hottinger, Fred Standridge, Connie Ragsdale.

Absent:  Attorney Luker.

Prayer:  Russ Warhurst.

Pledge of Allegiance: Chris Walker.

The minutes of November 21, 2023, meeting were reviewed and there being no corrections, Alderman Warhurst made a motion to approve the minutes. Alderman Hottinger 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

The monthly bills were received and signed. Alderwoman Ragsdale made a motion to approve payment of bills. Alderman Standridge 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

The council reviewed the balance sheet for the month.

Mr. and Mrs. Richeson were in attendance to request water service for their property.  They purchased a mobile home on 66 East Walker Drive. The water has been off for months due to renovations being done and it was not needed.  City ordinance states that when service has been disconnected for a period of six months or more on a mobile home it should not be reconnected.  The planning commission will be investigating it and considering recommendations. The Richeson’s were asked to come to the next planning commission meeting, January 4, 2024, to provide information for the commission to evaluate.

Resolution 2023-5, Providing for the adoption of a 2024 General and Street, Act 833 Fire, Reserve Account and Court Automation Accounts for City of Dover, Arkansas for the twelve months beginning January 1, 2024, and ending December 31, 2024. Appropriating money for each item of expenditure therein provided for, and for other purposes.  After much discussion with the Treasurer Christina Walker, the council agreed to accept the budget. Alderman Standridge read Resolution by title only.  Alderman Standridge made a motion to accept Resolution 2023-5.  Alderman Walker 2nd.  A Voice Vote: Yeas:6. Nays: 0.  Motion Carried.

Melissa sanders presented the Library Report. The library had 1407 visitors, 11 new cards.  Santa would be visiting December 20,

Ron Walker presented the Planning Commission report.  Regular meeting is Scheduled for January 4, 2024, at 6:00 pm at Dover City Hall.  He has been checking on several lots on Racheal Circle.  One builder had been shut off due to licensing issues.  One Business on Market Street has been neglecting their lot and action may need to be taken.

Utility Report was presented by Yancy Poynter.

Water Department:

  1. Installed 1 service.
  2. Repaired 1 leak.
  3. Replaced battery Raw Water genset.
  4. Meter Change outs
  5. Replace Block Heater Raw Water Genset

Sewer Department:

  1. Replaced starter L.S, #1 Genset.
  2. Covered exposed main Peaceful Valley.

Street Department:

  1. Patched Streets.
  2. Spread gravel Fire Dept.
  3. Installed lights under carport at tanks.

The street department is looking into the purchase of a sand/salt spreader for winter.

Residents have been concerned about multiple streetlights being out.  Employees will be checking to determine which ones need service.

The Mayor heard from Engineering Company about the grant money for Water Sewer Renovations. They will be advertising for bids on work soon until March of 2024.

Fire Report presented by Josh Titsworth.  They had 4 calls: I accident, I building fire, 1 grass fire, 1 Aircraft standby.  They had truck maintenance training, radio, and auto extrication training.

Police report was presented by Chief Dalrynple. Total call 549, contacts 113, property checks 264, extra patrols 365.  School resource officers had active shooter drills and several assists to students and teachers.

Act 224- Stipend was given in 2022, to full-time city and county law enforcement officers, it was stipulated by the State that the employee had to stay 6 months after receiving it.  Erin Brock left employment before 6 months was up.  It was stated that the money will have to be refunded.  Action is being taken to get the money refunded from Erin Brock.
