Minutes February 15, 2022
The City of Dover in Pope County, State of Arkansas, met in regular session February 15, 2022 at the Dover City Hall. The following were present: Mayor Lee presiding and the following alderpersons: Pat McAlister, Chris Loper, Chris Walker, Carl Wetzel, Fred Standridge and Attorney Luker.

Pledge of Allegiance led by Attorney Luker.
The minutes of the January 18, 2022 meeting were reviewed and there being no corrections, Alderman Loper made motion to approve minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
The monthly bills were received and signed. Alderwoman McAlister made motion to approve payment of the bills. Alderman Loper 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee presented Ordinance 2021-5, Process and Fees for Private Clubs – Alcoholic Beverages for the 3rd reading. Alderman Loper made motion to suspend the rules and read by title only. Alderman Standridge 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried. Attorney Luker read the ordinance by title only. Alderman Loper made motion to accept the ordinance as read. Alderman Standridge 2nd. A Voice Vote. Yeas: 4. Nays: 0. Motion Carried. Alderman Wetzel made motion to evoke the emergency clause in the ordinance and place the ordinance in full effect. Alderman Standridge 2nd. A Voice Vote. Yeas: 4. Nays: 0. Motion Carried.
Melissa Sanders gave the Library Report. She reported there were 1,462 visitors in January and 436 wi-fi users.
Nikki Duvall with the Russellville Code Enforcement office gave a report on the code enforcement policies of Russellville. She presented samples of flyers they put on door handles and process they go thru before writing tickets.
Mayor Lee stated the city needs to transfer $10,000 from General to Water this month. Alderwoman McAlister made motion to make the transfer. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee stated the 2020 Legislative Audit for the City is complete and the alderpersons should have all received a copy. Mayor Lee stated the items that were noted and already corrected: The Police Dept accumulated sick leave up to a max of 90 days, instead of the 60 authorized by State Law. The Police Dept were carrying over unused holidays instead of the city paying for unused holidays at the beginning of each year.
Mayor Lee stated Alderwoman Ila Anderson resigned her position, Ward 3, Position 2, as of January 31, 2022.
Mayor Lee presented Ordinance 2022-1 Authorizing the City to Contract with Specified Employees and Elected Officials. Ron Walker announced the next meeting of the Planning Commission will be April 7th.
Yancy Poynter was absent. Mayor Lee gave the Water, Wastewater and Sewer reports.

Mayor Lee stated the city should get the job description of the Street overlay project thru ARDot soon.
Fire Chief Duvall was absent. Mayor Lee gave the fire report. He stated the roof at the Fire Dept is badly in need of repair or replacement. He has received 2 bids and is waiting on a 3rd bid. He also stated the Fire Dept is wanting to get hydraulic units for jaws of life and cutters for extrications. He stated possibly these can be purchased with the Rescue Funds Grant.
Chief Dalrymple gave the police report. There were 672 total calls, 175 contacts, 351 property checks and 416 extra patrols.
Mayor Lee stated the officials running for office this year include himself, Alderman Walker, Alderman Loper and Alderman Wetzel.
