Minutes February 21, 2023
The City of Dover in Pope County, State of Arkansas, met in regular session February 21, 2023 at the Dover City Hall. The following were present: Mayor Lee presiding and the following council members: Pat McAlister, Russell Warhurst, Chris Walker, Connie Ragsdale, Carl Wetzel and Fred Standridge.
Absent: Attorney Luker.
Prayer: Chris Walker.
Pledge of Allegiance led by Pat McAlister.
The minutes of the January 17, 2023 meeting were reviewed and there being no corrections, Council Member McAlister made motion to accept the Minutes. Council Member Warhurst 2nd. A Voice Vote. Yeas: 6 Nays: 0. Motion Carried.
The monthly bills were received and signed. Council Member McAlister made motion to approve payment of the bills. Council Member Standridge 2nd. A voice Vote. Yeas: 6. Nays: 0. Motion Carried.
East Lab Students from Dover High School were not in attendance. Mayor Lee stated that instead of focusing on new sidewalks he would like to repair what we have first. Mayor Lee mentioned the focus first should be on the older sidewalk on West side of Hwy 7. He mentioned doing repairs a little at a time as money permits. All the council agreed.
Ordinance 2023-1, Allowing the City to do Business with certain employees and Officials was presented. Council Member Standridge made motion to suspend the rules and have the 1st reading, by title only. Council Member Walker 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried. Recorder/Treasurer Regina Kilgore read the Ordinance by title only. Council Member Standridge made motion to accept the 1st reading of the Ordinance as read. Council Member McAlister 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried. Council Member Standridge made motion to suspend the rules and have the 2nd Reading of the Ordinance by Title only. Council Member Walker 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried. Recorder/Treasurer Regina Kilgore read the Ordinance by title only. Council Member Standridge made motion to accept the Ordinance as read. Council Member McAlister 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried. Council Member Standridge made motion to suspend the rules and have the 3rd and final reading of the Ordinance by title only. Council Member McAlister 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried. Recorder/Treasurer Regina Kilgore read the Ordinance by title only. Council Member Standridge made motion to accept the Ordinance as read. Council Member Walker 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried. Council Member Standridge made motion to invoke the emergency clause and put the Ordinance in full effect. Council Member Ragsdale 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried.
Mayor Lee stated that the city (police department) has a 2013 Dodge Charger that is not being used due to mechanical issues. Police Chief Dalrymple had mentioned that Nathan Jones (constable) had ask about leasing the vehicle from the city. Attorney Luker has typed up an agreement for the lease if the council chooses to do so. Council Member Standridge made motion to lease the car to Nathan Jones. Council Member Warhurst 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried.
Mayor Lee stated the Amended 2022 Budget for General, Street and other accounts will be ready next meeting.
Mayor Lee stated the Sewer Repair Grant Money (ANRC) should be deposited around May. He stated the city needs to open a new checking account for this grant. At this time, he is not sure what the account will be named exactly. He stated the signers for the account should be himself, Roger Lee, Christina Walker and Regina Kilgore. Council member McAlister made motion to open the new account and the signers should Roger Lee, Christina Walker and Regina Kilgore. Council Member Ragsdale 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried.
Mayor Lee stated a transfer needs to be made from General to Water for $5,000. Council Member McAlister made a motion to accept the transfer. Council Member Ragsdale 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried.
Melissa Sanders with the Library was absent.
Ron Walker did not have a report for the Planning Commission.
Yancy Poynter was absent but had sent the Utility Report:
Water dept.
- repaired leak in chlorine building
- installed kit in chlorine analyzer
- jack took state backflow exam (results pending)
- high service pump # 2 back online
- tk-9 backflow tester calibrated (annual)
Sewer Dept.
- filmed north maple
Street Dept.
- patched streets
- repaired flag pole city hall
- replaced basketball goals and nets at city park
- cleaned various culverts
Fire Chief Duvall gave the fire report. He stated there were 2 malfunction alarm calls, 2 vehicle accident calls, and 3 in route cancelled calls. He stated the department will do a live burn on a house in May that the First Baptist Church owns.
Mayor Lee stated the truck we are getting with the USDA Grant is no longer available. The dealer said that truck was listed as fleet truck. He said we can get a truck at retail for $1,000.00 more. Mayor Lee stated again that we cannot find a truck available anywhere else. Council member McAlister ask if everyone else on the council is ok with the price increase and everyone said yes.
Mayor Lee stated a girl scout troop had contacted the city about doing park improvement, maybe planters and flowers. The council agreed that would be a good project.
Police Chief Dalrymple gave the police report. There were 711 total calls, 135 contacts, 561 property checks and 521 extra patrols. He stated Dover School District is planning on budgeting for a second resource officer this fall. The school will reimburse the city for the officer’s salary. He stated the city has received the first new Dodge patrol unit and hopefully will receive the second one next month.
Mayor Lee stated the gutters at City Hall have rotted and busted. He has received two bids on replacement. The winning bid is from Miller Roofing. Council Member Walker made motion to accept the bid. Council Member McAlister 2nd. A Voice Vote. Yeas: 6. Nays: 0. Motion Carried.
