Special Call Meeting
Minutes February 11, 2025
The City of Dover in Pope County, State of Arkansas, met in special called session February 11, 2025, 6 p.m. at the Dover City Hall. The following were present: Mayor Roger Lee presiding and the following Council members: Russell Warhurst, Chris Walker, Carl Wetzel, Connie Ragsdale, and Brent Hottinger.
Absent: Fred Standridge.
Prayer: Roger Lee.
Pledge of Allegiance: Chris Walker.
Roll Call: Recorder Renee Nelson.
Mayor Roger Lee present a proposal from the 1st Baptist Church for construction of a covered drive through on the church which extends over Tree Street. The council members discussed who would be liable if something happened to the drive-through awning. Would the city be liable for accidents and damage to the building. The council said they would approve the proposal contingent on the answers to the liability questions. Council member Hottinger made a motion to accept proposal by 1st Baptist Church contingent on the answers to the questions of liability. Council Member Ragsdale 2nd. A voice vote. Yeas:5. Nays:0. Motion Carried.
Mayor Lee and Police Chief Titsworth proposed selling the current city police vehicles, driven by the SRO, to the school. The Dover School District will take over contracts for the SRO in July 2025. The vehicles will include radios and light bars.

Council Member Ragsdale made a motion to sell the two police vehicles to the Dover School District. Council Member Walker 2nd. A voice vote. Yeas:5. Nays:0. Motion carried.
