Minutes January 18, 2022

The City of Dover in Pope County, State of Arkansas, met in regular session January 18, 2022 at the Dover City Hall.  The following were present:  Mayor Lee presiding and the following alderpersons:  Fred Standridge, Carl Wetzel, Chris Loper, and Chris Walker.

Absent:  Alderpersons:  Pat McAlister, Ila Anderson and Attorney Luker.

Prayer:  Fred Standridge.

Pledge of Allegiance led by Mayor Lee.

The minutes of the December 21, 2021 meeting were reviewed and there being no corrections, Alderman Loper made motion to approve minutes.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.

The monthly bills were received and signed.  Alderman Loper made motion to approve payment of the bills.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.

Alderman Loper made motion to suspend the rules and place Ordinance 2021-5 for Process and Fees for Private Clubs-Alcoholic Beverages on 2nd reading by title only.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.  Treasurer Kilgore read the Ordinance by Title Only.  Alderman Loper made motion to accept the Ordinance as read.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.

Mayor Lee stated the City needs to transfer $5,000 from General to Water this month.  Alderman Loper made motion to accept the transfer.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.

Melissa Sanders gave the Library Report.  She reported 1429 visitors in November and 1389 in December.  She stated the Library was receiving free covid tests to give to the public.

Ron Walker gave the Planning Commission Report.  He stated the January 6 meeting, all members were present.  He stated his and Steve Kaufman’s positions are up for re appointment.  He stated the appointment will be for 4 years.  Alderman Standridge made motion to re appointment Ron Walker and Steve Kaufman for 4 year positions on the commission.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.

Walker stated Ron Hughes is tabling the plan to build on Camp Street at this time.   He also stated Susan Jarrett has contacted him about having a greenhouse/nursery on North Elizabeth.  He stated the commission had said ok to a variance for this.  He also stated someone had contacted him about building a dirt race track at Standridge Trucking land on Hwy 7 South.  The planning commission voted no on this due to noise and dust in a C-3 zone.

Yancy Poynter gave the Utility Report:

Water dept.    

  • re-worked several meter boxes
  • deleted 1 service
  • repaired 1 leak
  • replaced o rings on fuel return lines raw water genset

sewer dept.

  • l. s. # 2 telemetry offline  (avc working on it)

STREET DEPT. 

  • cleaned several ditches
  • removed fallen trees city park
  • cylinder rebuilt on backhoe

Mayor Lee stated the Council had approved in the 2022 budget for a mini excavator priced about $68,000.  This would be paid out of the Street budget.  He stated it has been ordered.   He also stated the side by side the City would like to order will be priced about $26,000 instead of $23,000 as stated last month.  The side by side would be purchased out of Water, Sewer and Street. Alderman Standridge made motion to approve these purchases out of the stated accounts.  Alderman Walker 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Motion Carried.

Fire Chief Duvall gave the Fire Report.  He stated there were 82 Runs and 39 drills for the year.  He stated the roof leaking at Fire Dept. has shorted out another light.  Mayor Lee told him to get quotes on repairing and/or replacing the roof.

Assist Police Chief Titsworth gave the Police Report.  He stated there were 977 total calls, 152 contacts and 600 property checks and extra patrols.  There was some discussion about the possibility of the City purchasing a new patrol car this year.

Mayor Lee stated the council needs to fill out the Statements of Financial Interest for 2021 and get those to Recorder/Treasurer Kilgore.

Alderman Loper made motion to adjourn.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  4.  Nays:  0.  Meeting Adjourned.
