Minutes JANUARY 16, 2024

The City of Dover in Pope County, State of Arkansas, met in regular session January 16, 2024, 6:00 pm at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Chris Walker, Carl Wetzel, Brent Hottinger, Fred Standridge, Connie Ragsdale, and Attorney Diedre Luker.

Absent:  None.

Prayer:  Fred Standridge.

Pledge of Allegiance: Carl Wetzel.

The minutes of December 19, 2023, meeting were reviewed and there being no corrections, Alderman Standridge made a motion to approve the minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

The monthly bills were received and signed. Alderman Walker made a motion to approve payment of bills. Alderman Warhurst 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

Melissa Sanders was absent.  No library report.

Ron Walker presented the Planning Commission report.  Next regular meeting is scheduled for April 4, 2024, at 6:00 pm at Dover City Hall.  He has been checking on several lots on Racheal Circle where new construction has increased.   One Business on Market Street has been neglecting their lot.  Contact is being attempted.  The Richeson’s did not attend the planning meeting.  Rules will stand as adopted on mobile homes.  An attempt will be made to contact them with the ruling.  House on 164 has been torn down but needs debris removed.  The house on Ridgeway, contact has been attempted several times.  It was mentioned that SFI forms will be turned in before the end of the month to Recorder.  The Commissioner informed the council that 3 members were up for reappointment.

Alderman Standridge made a motion to reappoint Linda Smith, Marian Helton, and Carl Wetzel to the Planning Commission for the next four-year term.  Alderman Hottinger 2nd. A Voice Vote. Yeas:6. Nays:0.  Motion carried.

Utility Report was presented by Yancy Poynter.

Water Department:

  1. Meter change outs.
  2. Repaired 3 leaks.
  3. Replaced Dehumidifier High Service Pump Room.

Sewer Department:

  1. Deleted one service.

Street Department:

  1. Patched Streets.
  2. Cleaned Ditch.
  3. Cleaned out culvert with help of Fire Dept.

The street department is still looking for bids on a sand/salt spreader for winter.  A new gate for storage tank area has been ordered.

Fire Report presented by Chief Duvall.  They had 3 fires.  1 alarm malfunction.  They had training with Russellville and communication training.  108 calls for the year.

Police report.  Total call 574, contacts 149, property checks 243, extra patrols 405.  Police Department has a plan in place for the coming 2024 Eclipse.  The Chamber of Commerce has a committee working on activities for our area.

Act 224- Stipend was given in 2022, to full-time city and county law enforcement officers, it was stipulated by the State that the employee had to stay 6 months after receiving it.  Erin Brock left employment before 6 months was up.  It was stated that the money will have to be refunded.  Erin Brock has been in contact and will be by to make arrangements.

Mayor Lee presented Ordinance 2024-1, Authorizing Contract with Specific Employees and Elected Officials for Business Purposes.  Alderman Wetzel made a motion suspend the rules and have 1st reading, by title only.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:6. Nays:0.  Motion carried.  Attorney Luker read Ordinance by title only.  Alderman Wetzel made a motion to accept the Ordinance as read. Alderman Warhurst 2nd.  A Voice Vote. Yeas: 6.  Nays:0.   Motion carried.  Alderman Wetzel made amotion to suspend rules and have 2nd reading by title only.  Alderwoman Ragsdale 2nd.  A voice Vote. Yeas:6. Nays:0.  Motion carried.  Attorney Luker read Ordinance by title only.  Alderman Wetzel made a motion to accept the Ordinance as read.  A Voice Vote. Yeas:6. Nays:0. Motion carried.  Alderman Wetzel made a motion to suspend the rules and have 3rd reading by title only. Alderman Standridge 2nd.  A Voice Vote. Yeas: 6. Nays:0. Motion carried.  Attorney Luker read Ordinance by title only.  Alderman Wetzel made a motion to accept Ordinance as read. Alderman Hottinger 2nd.  A Voice Vote. Yeas:6. Nays:0. Motion carried.  Alderman Wetzel made a motion to   invoke emergency clause and put Ordinance in full effect. Alderwoman Ragsdale 2nd.  A Voice Vote. Yeas: 6. Nays:0.  Motion carried.

The council was presented the procedural rules for Dover City Council Meetings for 2024.  Alderman Standridge made a motion to accept the procedures.  Alderman Walker 2nd.  A Voice Vote. Yeas:6. Nays:0.  Motion carried.

Mayor Lee presented the State of the City Address to the Council.  He went over financials and projections for the future.  The city is going to apply for State Street Aid, in hopes of helping repair numerous streets within the city.

A motion to adjourn was made by Alderman Standridge.  Alderwoman Ragsdale 2nd. A Voice Vote. Yeas:6. Nays:0.  Meeting adjourned.
