July 2022 Meeting Minutes

July 19, 2022

The City of Dover in Pope County, State of Arkansas, met in regular session July 19, 2022 at the Dover City Hall.  The following were present:  Mayor Lee presiding and the following alderpersons:  Pat McAlister, Chris Loper, Chris Walker, Connie Ragsdale, Fred Standridge, Carl Wetzel and Attorney Luker.

Prayer:  Pastor Jeff Paxton

Pledge of Allegiance led by Connie Ragsdale.

Melissa Sanders gave the Library Report.  There were 2159 visitors, 446 Wi-Fi users and 29 cards issued.

The Minutes of the June 21, 2022 meeting were reviewed and there being no corrections, Alderman Loper made motion to approve the minutes.  Alderman Walker 2nd.  A Voice Vote. Yeas:  6.  Nays:  o.  Motion Carried.

The monthly bills were received and signed.  Alderwoman McAlister made motion to approve payment of the bills.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  6. Nays:  0.  Motion Carried.

Bro. Jeff Paxton with First Baptist Church approached with council with a request to put a covering over Tree Street at the Church Entrance for a covered walkway and drive.  After some discussion, no one in the council opposed the covering.  Mayor Lee said the project needs to be cleared with Utilities, Fire and Police Departments.

A representative with the Family Dollar store was at meeting and stated the Forced Main was going to have to be moved and approved by the State.  He stated the project is still the plan and going to get started back on it soon.

Marcia Walker approached the council concerning OMD and specifically the fireworks show.  She ask if the Council will ok the shooting of Fireworks on September 24, OMD.  Attorney Luker stated the fireworks ordinance had been amended to include OMD.  Marcia stated there is someone going to donate ½ the coast of fireworks ($2250).  She ask if the city would donate the remaining $2,250.  Alderman Standridge made motion to approve the purchase.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Ron Walker stated the next Planning Commission meeting will be October 6.

Mayor Lee stated Mayor Harris and Steve Mallott have all the information on the sewer lines that they requested.  He is just waiting to here back from them.

Mayor Lee is going to look into price of carport(s) to possibly put the new equipment under.

Mayor Lee stated this month we need to transfer $8,000 from General to Sewer and also $8,000 from General to Water.  Alderwoman McAlister made motion to do the transfers.  Alderwoman Ragsdale 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Yancy Poynter gave the Utility Report:

Water dept.

  • in process of testing backflow preventors
  • jack acquired his grade 2 distribution license
  • mowing and spraying right of ways

sewer dept.

  • mowing and spraying right of ways

sTREET DEPT.

  • repaired cut on grandview
  • repaired pothole on ruff street
  • streets sprayed

Chief Duvall gave the fire report.  There were 3 drills, 2 alarms  with no fire, accident with injuries.

He stated the new equipment is in and the firemen are training on it.

Police Chief Dalrymple gave the police report.  There were 1103 total calls, 224 contacts, 558 property checks and 806 extra patrols.  Chief stated there is a new program for tracking and controlling evidence.  It is more secure and better tracking than what they have been using.  The program cost $7,475.00.  Alderwoman McAlister made motion to approve payment of the new program for the police.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Mayor Lee mentioned the Survival Flight membership is due and it is $60 per household.
