Minutes Special Called Meeting July 25, 2023

The City of Dover in Pope County, State of Arkansas, met in Special Called Meeting, July 25, 2023, at 6 pm at the Dover City Hall.  The following were present:  Mayor Roger Lee presiding and the following Alderpersons:  Connie Ragsdale, Chris Walker, Fred Standridge, Russell Warhurst and Brent Hottinger.

Absent:  Alderman Wetzel and Attorney Luker.

Mayor Lee presented Ordinance 2023-3, An EMERGENCY ORDINANCE ADOPTNG CERTAIN RULES AND REGULATIONS CONCERNIGN EXTERNAL NOISE ATTENUATION OF DATA CENTERS AND TO PREVENT NOISE DISTURBANCE IN THE CITY OF DOVER, ARKANSAS; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES to the council.

Alderman Standridge made motion to suspend rules and have the first reading of the ordinance read by title only.  Alderman Walker 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.  Recorder Renee Nelson read the ordinance by title only.  Alderman Standridge made motion to accept the ordinance as read.  Alderman Walker 2^nd.  A Voice Vote. Yeas: 5.  Nays: 0.  Motion Carried.

Alderman Standridge made motion to suspend rules and have the second reading of the ordinance read by title only.  Alderman Walker 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.  Recorder Nelson read the ordinance by title only.  Alderman Standridge made motion to accept the ordinance as read.  Alderman Walker 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Alderman Standridge made motion to suspend rules and have the third and final reading of the ordinance read by title only.  Alderman Walker 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.  Recorder Nelson read the ordinance by title only.  Alderman Standridge made motion to accept the ordinance as read.  Alderman Walker 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Alderman Standridge made motion to invoke the emergency clause and place the ordinance in full effect.  Alderman Walker 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Alderwoman Ragsdale made motion to adjourn.  Alderman Standridge 2^nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Meeting Adjourned.
