The City of Dover in Pope County, State of Arkansas, met in regular session June 21, 2022 at the Dover City Hall. The following were present: Mayor Lee presiding and the following alderpersons: Chris Loper, Chris Walker, Pat McAlister, Carl Wetzel and Fred Standridge.
Absent: Connie Ragsdale and Attorney Luker.

Pledge of Allegiance led by Pat McAlister.
Melissa Sanders gave the Library Report. There were 1842 patrons at the Library.
The minutes of the May 17, 2022 meeting were reviewed and there being no corrections, Alderman Loper made motion to approve minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion carried.
The monthly bills were received and signed. Alderwoman McAlister made motion to approve payment of the bills. Alderman Loper 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee stated there is no update on the sewer grant. He has been ask to meet next week with Mayor Harris and Steve Mallott to discuss the sewer lines outside of the City limits of Dover.
Mayor Lee stated the First Baptist Church has requested closing a portion of Tree Street that runs beside the church. He stated he is not aware of the reason. He is asking a representative from the church to come to next month meeting to discuss this and present more information. He wants the council and Chief Duvall and Yancy Poynter to be thinking of this and any concerns that might come up.
Mayor Lee presented Resolution 2022-2, Providing for a Budget for Water and Sewer for July 1, 2022 and ending June 30, 2023. He stated this budget includes a 3% salary increase for the employees. Alderwoman McAlister made motion to approve Resolution 2022-2. Alderman Loper 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee stated he would like to give all additional employees of the city a 3% salary increase as of July 1, 2022 also. Alderman Standridge made motion to accept the salary increase. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee presented a sheet to the council listing current fees for Water and Sewer. This sheet listed proposed increases for these fees, deposits for renters, reconnect fees, broken lock fees, plumbing permits, gas inspections, water and sewer taps, and backflow test. Alderman Wetzel made motion to accept the proposed increases. Alderwoman McAlister 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried. Attorney Luker was absent so these will not go into effect until she can do an ordinance that will have to be passed as well.
Mayor Lee stated we need to transfer $7,000 from General to Sewer. Alderman Standridge made motion to accept the transfer. Alderman Loper 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Ron Walker was absent. Mayor Lee stated the Planning Commission next meeting is July 7th.
Yancy Poynter gave the Utility Report.
Water dept.
- jack attended a intermediate treatment class at the arkansas environmental academy
- replaced starter raw water pump # 1
- jack took grade 2 distribution exam (results pending)
sewer dept.
- repaired transfer switch l.s. # 2
- repaired manhole north of baker’s creek
- parshall flume calibrated
- replaced relay grinder station
STREET DEPT.
- replaced culvert Grandview

Chief Duvall gave the fire report. There was MVC with extrication, there were 4 calls with smoke detectors, false alarm and gas leak. A fire safety class. A driver training.
Police Chief Dalrymple was absent. Mayor Lee gave the police report. There were 1059 total calls, 277 contacts, 623 property checks and 701 extra patrols.
Mayor Lee stated he is going to accept bids for the sidewalk from Ozarka Street to connect to sidewalk in front of park.
