Minutes June 20, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session June 20, 2023, at the Dover City Hall.  The following were present:  Mayor Lee presiding and the following council members:  Pat McAlister, Russell Warhurst, Fred Standridge, Chris Walker, Connie Ragsdale, Carl Wetzel, and Attorney Luker.

Absent:  None

Prayer:  Roger Lee

Pledge of Allegiance led by Fred Standridge.

The minutes of the May 16, 2023, meeting was reviewed and there being no corrections, Alderman Walker made motion to accept the minutes.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

The monthly bills were received and signed. Alderman Warhurst made a motion to approve payment of the bills.  Alderman McAlister 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Melissa Sanders gave the Library Report.  There were 1,426 visitors, 24 new library cards, 238 Wi-Fi users, summertime reading program started in June averaging 50 kids each week.

Megan Musgrove present, she and Mayor Lee have met to discuss the Eclipse coming in 2024. There will be a meeting to discuss what the city wants to do for the Event. Meeting June 27th at 6pm.

Mayor Lee asked for nominations for City Recorder, Renee Nelson was nominated. A Voice Vote. Yeas 6. Nays: 0. Motion Carried. Renee Nelson will finish out the term of Regina Kilgore till 2024.

Mayor Lee discussed the application process for a fun park grant.  A list of items suggested to use the grant for are a) seal and stripe both parking lots at the ballpark, b) replace shingle roof with metal on the restrooms at ballpark, c) have handicap accessible spots in east parking lot at the ballpark, d) playground equipment at city park.

Mayor Lee presented Resolution 2023-3, providing for a Budget for Water and Sewer for July 1, 2023, and ending June 30, 2024.  He stated this budget has several line items estimated due to selling off part of the system. The budget includes a 3% rate increase which was passed by Ordinance 2019-4.  The council approved the Water and Wastewater budget for July 1, 2023, thru June 30, 2024. Water: Revenue = 283,500.00 – Expenses = 274,000.00    Wastewater: Revenue = 370,000.00 – Expenses = 361,000.00. Alderman Wetzel made motion to approve Resolution 2023-3.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Alderwoman Pat McAlister resigned her position on the council. She has served on the council for over 30 years. All council members and City employees expressed their well wishes, she will be missed. Chris Walker resigned his position on the Council, due to moving. His recent move placed him in the same Ward as McAlister’s vacancy. Alderman Standridge made a motion to appoint Mr. Walker to that position, Alderman Warhurst 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Alderman Standridge made a motion to appoint Brent Hottinger to fill the position left open, Ragsdale 2nd Voice Vote.  Yeas:  6.  Nays:  0.  Motion Carried.

Ron Walker stated that the planning Commission’s next meeting will be July 6, 6:00 P.M. at City Hall.

Fire Chief Duvall gave the fire report.  He stated there were 11 calls.

Chief Dalrymple gave the police report, total calls 1215, 201 contacts, 593 property checks, and 924 extra patrols.

Alderman McAlister made motion to adjourn.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  6.  Nays:  0.  Meeting Adjourned.
