Minutes March 21, 2023
The City of Dover in Pope County, State of Arkansas, met in regular session March 21, 2023 at the Dover City Hall. The following were present: Mayor Lee presiding and the following council members: Pat McAlister, Russell Warhurst, Chris Walker, Connie Ragsdale, Carl Wetzel and Attorney Luker.

The minutes of the February 21, 2023 meeting were reviewed and there being no corrections, Council Member Walker made motion to accept the minutes. Council Member Warhurst 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
The minutes of the Special Called Meeting March 7, 2023 were reviewed and there being one correction, Mayor was listed as Patrick Johnson instead of Mayor Roger Lee. With that correction, Council Member McAlister made motion to accept the minutes. Council Member Warhurst 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
The monthly bills were received and signed. Council Member McAlister made motion to approve payment of the bills. Council Member Ragsdale 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee stated the Legislative Auditor is currently working on the 2022 audit. She stated the Jail Fees Revenue that is in the Court Department, has to be separate and have its own checking account. Mayor Lee suggested the signers on the account be, Christina Walker, Regina Kilgore and Vonna Marpel. Council Member McAlister made motion to open the checking account, Jail Fees, and have the signers Christina Walker, Regina Kilgore and Vonna Marpel. Council Member Walker 2nd. A Voice Vote. Yeas: 5. Nays: 0.
Mayor Lee stated the auditor had stated the city needs to transfer $24,720.00 from the Jail Fees, Court Account that is in General to the new Jail Fees checking account. Council Member Ragsdale made motion to transfer the money. Council Member McAlister 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee had stated in last month meeting that Miller Roofing was the winning bid for replacing gutters at City Hall. After Miller Roofing looked into this further, they cannot do the job as needed. Mayor Lee said the bid received from H2O Seamless Gutters included the work that has to be done to replace gutters. Council member Wetzel made motion to resend accepting the bid from Miller Roofing and to accept the bid from H2O for $5,684.00. Council Member Ragsdale 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Mayor Lee stated the restroom building roof at the Ballpark is in need of replacement and the parking lot needs repairs. He stated he is looking into a grant that would fund this.
Mayor Lee stated the Front Doors to the Fire Department need to be replaced. The City has received a bid from Jonathan Issac, who is a fire fighter, to purchase the doors from TruDoor and Jonathan would install them. The bid is $4,522.00, including labor. Council Member McAlister made motion to accept the bid and Council Member Ragsdale 2nd. A Voice Vote. Yeas: 5. Nays: 0. Motion Carried.
Melissa Sanders gave the Library Report. There were 1,338 visitors, 271 Wi-Fi users and the preschool story time on Mondays and the Lego Club are doing good.
Ron Walker did not have a Planning Commission Report.
Yancy Poynter gave the Utility Report:
Water dept.
- repaired leak on soda ash feed line
- repaired 1 water leak
- jack attended a backflow repair class
Sewer Dept.
- repaired 2 sewer services
- repaired 1 main
- reset 1 manhole ring and lid
Street Dept.
- patched streets
- replaced culvert on saratoga
- cleaned various culverts
Fire Chief Duvall gave the fire report. He stated there were 2 alarms activated, 1 building fire, and 1 public service.
Chief Dalrymple gave the police report. He introduced the new police officer Elizabeth Goodson. He stated the city has posted job for certified SRO to work at Dover Elementary.
He stated we do not have cameras in all the police vehicles and watchguard, the ones the city used to purchase, are no longer available. Officer Titsworth stated he is looking into GeTech cameras.
Mayor Lee stated that Recorder/Treasurer Kilgore had mentioned to him that she is going to start working 4 days a week and will be off on Wednesdays. There was some discussion.
