Minutes MARCH 19, 2024

The City of Dover in Pope County, State of Arkansas, met in regular session MARCH 19, 2024, 6:00 pm at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Chris Walker, Carl Wetzel, Brent Hottinger, Fred Standridge, Connie Ragsdale, and Attorney Diedre Luker.

Absent:  None.

Prayer:  Mayor Lee.

Pledge of Allegiance: Carl Wetzel.

The minutes of February 20,2024, meeting were reviewed and there being no corrections, Alderman Hottinger made a motion to approve the minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

The minutes of Special Call February 27, 2024, meeting were reviewed and there being no corrections, Alderwoman Ragsdale made a motion to approve the minutes.  Alderman Warhurst 2nd. A Voice Vote. Yeas:5. Nays: 0.  Motion Carried.

The monthly bills were received and signed. Alderwoman Ragsdale made a motion to approve payment of bills. Alderman Hottinger 2nd.  A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

Reviewed Balance Sheet.

Erin Brock has not contacted the city about the Stipend, Act 224.  Legal action will have to be taken if he does not make contact.

Melissa Sanders gave the library report. In February they had 1378 visitors.  8 new cards were issued.  Story time on Mondays is averaging about 20 kids and 12-15 adults.  They have a Game Club on the 3rd Tuesday of every month and an Art Club on the 4th Tuesday of every month for all ages.

Fred Standridge came in at 6:12 pm.

Ron Walker presented the Planning Commission report.  Next regular meeting is scheduled for April 4, 2024, at 6:00 pm at Dover City Hall.  He has been checking on a property across from 6353 Market Street and no variance is needed for proposed construction.  Property on Elizabeth St. is still moving forward for renovation soon.  We have given notice to several properties to be cleaned up. The property on 6250 Market Street, that burned will have to be torn down unless found structurally sound by inspection.

Utility Report was presented by Yancy Poynter.

Water Department:

  1. Repaired 2 leaks.
  2. Replace solenoid valve and relay on Clearwell discharge valve.

Sewer Department:

  1. Deleted one service.
  2. Installed 1 service.

Street Department:

  1. Replaced 2 culverts at city park.
  2. Cleaned Ditches.
  3. Installed culvert on Library Road.
  4. Graveled Slab Town Road.
  5. Replaced spring on Whale in park.

There will be a meeting for the Water/Sewer Rate Study on Thursday March 21,2024 at 1:00pm.

Fire Report presented by Mayor Lee.  They had 3 grass fires.  1 alarm malfunction.  1 House fire on Elizabeth Street. 2 Aircraft standbys. 2 Dispatched and canceled en route.

Police report.  114 incidents, including traffic stops, medical calls, criminal mischief, alarms, outside assists, child neglect, terroristic threat, thefts, and child custody dispute.

Collin Lillard was promoted to the rank of Captain. He will continue with investigative duties.  In February Ryan O’Neal was hired. He is a tremendous help to the department.  Congratulations to Cpt. Lillard and Officer O’Neal.  The department has implemented updated office and record-keeping protocols.

Mayor Lee present Ordinance 2024-3, Amending Ordinance 2006-1, Prohibiting the use of Exhaust Brakes /Engine Compression Brakes within the City of Dover, Arkansas, and establishing a Fine for Such Violations.  This was to replace the wording “Jake Brakes” to engine brakes on the Ordinance.

Alderman Standridge made a motion suspend the rules and have 1st reading of Ordinance 2024-3 by title only.  Alderman Warhurst 2nd.  A Voice Vote.  Yeas: 6.  Nays: 0.  Motion carried. Attorney Luker read Ordinance by title only.  Alderman Standridge made a motion to accept the Ordinance as read.  Alderman Hottinger 2nd.  A Voice Vote.  Yeas: 6. Nays: 0.  Motion carried.

Alderman Standridge made a motion to suspend rules and have 2nd reading by title only.  Alderman Walker 2nd. A Voice Vote. Yeas: 6. Nays: 0.   Attorney Luker read Ordinance by title only.  Alderman Standridge made a motion to accept Ordinance as read.  Alderman Walker 2nd.  A Voice Vote.  Yeas: 6. Nays: 0.  Motion Carried.

Alderman Standridge made a motion to suspend the rules and have 3rd and final reading by title only.  Alderwoman Ragsdale 2nd. A Voice Vote.  Yeas: 6. Nays: 0.  Motion Carried.  Attorney Luker read Ordinance by title only.  Alderman Standridge made a motion to accept Ordinance as read.  Alderman Warhurst 2nd.  A Voice Vote.  Yeas: 6. Nays: 0.  Motion Carried.

Alderman Standridge made a motion to invoke emergency clause and put Ordinance into full effect.  Alderman Walker 2nd.  A Voice Vote.  Yeas: 6. Nays: 0.  Motion Carried.

Mayor Lee presented Ordinance 2024-2, Authorizing Contract with Specific Employees and Elected Officials for Business Purposes.  Alderman Standridge made a motion suspend the rules and have 1st reading, by title only.  Alderman Walker 2nd.  A Voice Vote.  Yeas:5. Nays:0. Alderman Hottinger abstained from voting.  Motion carried.  Attorney Luker read Ordinance by title only.  Alderman Standridge made a motion to accept the Ordinance as read. Alderman Walker 2nd.  A Voice Vote. Yeas: 5.  Nays:0.   Motion carried.

Resolution 2024-2, amending the 2022-6 Budget because we did not receive grant money projected in the totals, was presented by Mayor Lee. Alderman Standridge made a motion to accept the Resolution.  Alderman Walker 2nd.  A Voice Vote. Yeas:6. Nays:0.  Motion carried.

Waiting for more quotes on security cameras and recording devices for city hall.

Mayor Lee went over financials and projections for the future.  The council was asked to consider amounts for competitive bids limits and spending for the next meeting.    A USDA grant application is coming up and we are hoping for one to help with the Fire and Police projects.  The Cost of the Sanitary Sewer System Rehabilitation project and The Statewide Lift Station Replacement project has come in above what was originally estimated.  Grant is shared with Russellville at 75% to Dover 25%.

2021 projected cost:  $3,371,500.00.           New project cost:  $3,968,752.00

Grant amount stays the same $2,528,625.00.

2021 cost Dover:                                        $288,062.50.               New project cost:  $495,309.00

2021 cost Russellville:                           $554,812.50                 New project cost:  $944,818.00

17.7% increase:        Dover:                        $207,246.50

Russellville:             $944,818.00.

After discussion on the issue Alderman Wetzel made a motion to approve $495,309.00 and move ahead with the project.  Alderman Walker 2nd.

Jason and Tammy Stueber spoke to the council on bids for replacement and repair of some sidewalks in the city.  With the current increase in Sewer Construction project, sidewalk repair will be postponed unless a grant can be found to help with costs.
