May 2022 Meeting Minutes

May 17, 2022

The City of Dover in Pope County, State of Arkansas, met in regular session May 17, 2022 at the Dover City Hall.  The following were present:  Mayor Lee presiding and the following alderpersons:  Chris Loper, Chris Walker, Fred Standridge, Pat McAlister, Carl Wetzel and Attorney Luker.

Absent:  Connie Ragsdale

Prayer:  Fred Standridge.

Pledge of Allegiance led by  Deidre Luker.

Fire Chief Duvall gave the Fire Report.  There were incidents including grass fires, Electrical equipment, trainings, checking truck procedures, vehicle accident and pedestrian accident.

Melissa Sanders was absent for the Library Report.

The minutes of the April 19, 2022 meeting were reviewed and there being no corrections, Alderman Loper made motion to approve minutes.  Alderman Walker 2nd.  A Voice Vote.  Yeas:  5 Nays:  0.  Motion Carried.

The monthly bills were received and signed.  Alderwoman McAlister made motion to approve payment of the bills.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Mayor Lee stated there is no news on the sewer grant.   He has talked with Russellville Mayor about the sewer lines from Round Rock South.  No decision has been made at this point.

Mayor Lee ask if there were any questions or concerns about solar power proposal from Scenic Hill Solar.  There were no comments.

Mayor Lee stated there was difference in City Ward Map that some showed and the Map Pope County shows.  It was agreed that Pope County map is correct.  Hwy 7 as divider line, not Water Street.

Mayor Lee presented the council with a preliminary budget for Water and Sewer.

There was discussion of rates increasing 3% for Water and Sewer.  Mayor Lee stated the City is behind surrounding cities in minimum rate charges.  He would like the council to think about this before next month.

Mayor Lee gave update that as of end of March 2022, the city has an approximate balance of $358,179 in General, $270,000 in Street, $41,900 in Depreciation Reserve and $104,000 in Reserve Account.

Mayor Lee stated the city needs to make some money transfers this month.  Alderwoman McAlister made motion to transfer $3,000 from General to Water.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Alderwoman McAlister made motion to transfer $25,000 from General to Sewer.  Alderman Loper 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Motion Carried.

Ron Walker gave the planning commission report.  He discussed a food truck that had opened up on Market Street, and gave update on the buildings that had burned in the city limits.

Yancy Poynter gave the Utility Report.

Water dept.    

  • repaired 1 leak
  • rebuilt air pump
  • raw water pump #1 motor in for repairs

sewer dept.

  • capped 2 services
  • plugged 1 service
  • repaired 1 clean out
  • replaced starter l.s. # 1
  • replaced relay l.s. # 2

sTREET DEPT. 

  • fred johnson resigned

Police Chief Dalrymple gave the Police Report.  There were 841 total calls, 190 contacts, 454 property checks and 579 extra patrols.

Alderwoman McAlister made motion to adjourn.  Alderman Standridge 2nd.  A Voice Vote.  Yeas:  5.  Nays:  0.  Meeting Adjourned.
