November 15, 2022

The City of Dover in Pope County, State of Arkansas, met in regular session on November 15, 2022, at the Dover City Hall. The following were present: Mayor Lee presiding and the following alderpersons: Pat

McAlister, Chris Loper, Chris Walker, Connie Ragsdale, Carl Wetzel, and Attorney Luker.

Absent: Recorder/Treasurer Regina Kilgore. Fred Standridge (he arrived at 6:34)

Pledge of Allegiance led by Pat McAlister.

The minutes Of the October 18, 2022, meeting were reviewed, and there were no corrections, Alderman Loper motioned to accept the minutes. Alderman Walker 2nd. A Voice Vote: Yeas: 5. Nays: O. Motion Carried.

The minutes of the Special Called Meeting, on October 24, 2022, were reviewed, and there were no corrections, Alderman Loper motioned to accept the minutes. Alderwoman McAlister seconded. A Voice Vote: Yeas: 5. Nays: O. Motion Carried.

The monthly bills were received and signed. Alderwoman McAlister made a motion to approve the payment of the bills. Alderman Loper 2nd. A Voice Vote. Yeas: 5. Nays: O. Motion Carried.

Dover East Lab Students Olivia Mercier and Owen Hill presented to the council. They have concerns about some sidewalks that have been damaged and some are not handicap accessible. They are working on a project to fix and prevent some erosion problems. Mayor Lee asks them to do a priority list of the areas.

He stated there is a matching grant possibly for things like this and it will be open on February 2023. Mayor Lee presented Ordinance 2022-4 to the council. This Ordinance revokes Ordinance 86-4. 86-4 states that for purchases over $5,000 the city has to get bids. The state amount for bids is $30,000. Alderman Loper made a motion to place the Ordinance on 1st reading. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: O. Motion Carried. Attorney Luker read the Ordinance. Alderman Loper made a motion to accept the 1st reading. Alderwoman McAlister seconded. A Voice Vote. Yeas: 5. Nays: O. Motion Carried. Alderman Loper made a motion to suspend the rules and place the Ordinance on 2nd reading by title only. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: O. Motion Carried. Attorney Luker read the ordinance by title only. Alderman Loper made a motion to accept the 2nd reading. Alderwoman McAlister 2nd . A Voice Vote. Yeas: 5. Nays: O. Motion Carried. Alderman Loper made a motion to suspend the rules and have the 3rd and final reading by title only. Alderman Walker 2nd. A Voice Vote. Yeas: 5. Nays: O. Motion Carried. Attorney Luker read the Ordinance by title only. Alderman Loa per made a motion to accept the Ordinance as read. Alderman Walker 2 nd. A Voice Vote. Yeas: 5. Nays: O. Motion Carried. Alderman Loa per made motion to evoke the emergency clause and place the Ordinance in full effect. Alderman Walker 2 nd . A Voice Vote. Yeas: 5. Nays: O. Motion Carried.

Mayor Lee reminded the council about the Act 605 Water Class that some of them have to   take.

Alderwoman Ragsdale spoke to the council concerning some improvements that need to be done to the city park, if possible before the Christmas in the Park presented by the Chamber. After some discussion, it was decided to hold Off on electrical improvements at this due to the cost Of approximately $6,000. Mayor Lee stated maybe the City could spend $5,000 on decorations and lighting. Alderwoman McAlister made a motion the city could spend up to $5,800 on decorations and lighting. Alderwoman Ragsdale 2nd. A Voice Vote. Yeas: 5. Nays: O. Motion Carried.

Mayor Lee presented Resolution 2022-5, to Utilize State Aid Street Monies. The City was approved for State Aid Street Project to resurface some city streets. This grant is for $273,600, Mayor stated prices have increased since the Project was first approved. The City will have to pay the cost over that amount.

Alderwoman McAlister made a motion to approve the Resolution. Alderman Loper 2 nd . A Voice Vote.

Yeas: 5. Nays: O. Motion Carried.

Alderman Standridge came in.

Mayor Lee said he expects to hear more on the Wastewater Grant in the next few weeks.

Melissa Sanders was absent.

Ron Walker stated the next Planning Commission meeting is set for January 6th .

Fire Chief Duvall was absent.

Police Chief Dalrymple gave the police report. There were 786 total calls, 109 contacts, 428 property checks, and 608 extra patrols. Dalrymple stated the superintendent of Dover Schools is wanting another

SRO. Mayor Lee stated he will put in the 2023 budget for two SRO’«
