Minutes November 21, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session November 21, 2023, 6:00 pm at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Chris Walker, Carl Wetzel, Brent Hottinger, Fred Standridge, Connie Ragsdale, Attorney Luker.

Absent:  None

Prayer:  Brent Hottinger.

Pledge of Allegiance: Fred Standridge.

The minutes of October 17, 2023, meeting were reviewed and there being no corrections, Alderman Walker made a motion to approve the minutes. Alderman Warhurst 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

The minutes of Special Called Meeting of October 23, 2023, were reviewed and there being no corrections, Alderwoman Ragsdale made a motion to approve the minutes. Alderman Wetzel 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

The monthly bills were received and signed. Alderman Standridge made a motion to approve payment of bills. Alderman Warhurst 2nd. A Voice Vote. Yeas: 6.  Nays: 0.  Motion carried.

Mayor Lee presented Ordinance 2023-6, an ordinance authorizing the transfer of a 2009 Chevrolet Impala vehicle to the City of Hector, Arkansas. Whereas the City determines that the vehicle is of little value to the city of Dover and no longer being used.  Alderman Standridge made a motion to suspend rules and have 1st reading of ordinance by title only. Alderman Walker 2nd. A Voice Vote. Yeas:6. Nays:0. Motion carried.  Attorney Luker read the ordinance.  Alderman Standridge made a motion to accept the ordinance as read. Alderman Warhurst 2nd. A Voice Vote. Yeas:6. Nays :0 Motion carried.  Alderman Standridge made a motion to suspend rules and have the 2nd reading by title only. Alderman Walker 2nd.  A Voice Vote.  Yeas:6. Nays:0.  Motion carried.    Attorney Luker read the ordinance.  Alderman Standridge made a motion to accept the ordinance as read.  Alderwoman Ragsdale 2nd. A Voice Vote. Yeas:6. Nays:0. Motion carried.  Alderman Standridge made a motion to suspend rules and have the 3rd and final reading by title only. Alderman Hottinger 2nd. A Voice Vote. Yeas:6. Nays:0.  Motion carried.  Attorney Luker read the ordinance.  Alderman Standridge made a motion to accept ordinance as read. Alderman Warhurst 2nd. A Voice Vote. Yeas:6. Nays:0. Motion carried.  Alderman Standridge made a motion to invoke an emergency clause and place ordinance in full effect.  Alderman Walker 2nd.  A Voice Vote. Yeas:6.  Nays:0. Motion carried.

The council reviewed the balance sheet for the month.

The council was given the budget for 2024, to review for the December meeting.

Melissa Sanders was absent. No Library report.

Ron Walker gave the Planning Commission report.  Two new houses are set to be built.  Next Quarterly meeting is on January 4, 2024, 6:30 pm at the City Hall.

Mayor Lee gave the utilities update.

Water Department

  • Re-worked 2 services.
  • Repaired 4 leaks.
  • P.U. repaired and back online.
  • J and Zach attended Plumbing Inspectors School. Zach tested and acquired his license. (Annual Training)

Sewer Department

  • Nothing major to report.

Street Department

  • Removed trees at water plant, ballpark, and city park.
  • Trimmed limbs around town.

Fire Report was presented by Chief Duvall.  Call to set up a couple of landing zones for the helicopters.  Eight calls, several were canceled before arriving.  They attended a training session with Russellville Fire Department for Auto Extrication.  Dover Fire Department will be hosting training on Auto Extrication on December 2, 2023, at 9:00 am, at Cunningham Metals.  Martin Township, Dover Rural, and Station 3 are set to attend.

Police report was presented by Chief Dalrymple.  Total calls 565, contacts 172, Property Checks 286, Extra patrols 359.  In the process of interviewing potential police hires.
