Minutes October 17, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session October 17, 2023, at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Chris Walker, Carl Wetzel, Brent Hottinger, Fred Standridge, Attorney Luker.

Absent :  Connie Ragsdale.

Prayer:  Mayor Lee.

Pledge of Allegiance: Chris Walker.

The minutes of September 19, 2023, meeting were reviewed and there being no corrections, Alderman Standridge made a motion to approve the minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

The minutes of Special Called Meeting of September 26, 2023, were reviewed and there being no corrections, Alderman Warhurst made a motion to approve the minutes. Alderman Walker 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

The monthly bills were received and signed. Alderman Standridge made a motion to approve payment of bills. Alderman Warhurst 2nd. A Voice Vote. Yeas: 5.  Nays: 0.  Motion carried.

The council reviewed the balance sheet for the month.

Melissa Sanders gave the Library Report.  There were 1840 visitors, 103 new cards were issued.  They had around 20-25 preschoolers each week with visits from fire, police, school bus, and ambulance officials.  The library has been hosting an adult crafts class on Mondays.  The Tie-Die T-Shirts were a hit at OMD.

Mayor Lee presented the new employee insurance policies for the council to review to start in 2024.

Mayor Lee presented Resolution 2023-4 to adopt the Pope County Hazard Mitigation Plan.

After reviewing the plan Alderman Standridge made a motion to pass the resolution.  Alderman Walker 2nd.  A Voice Vote.  Yays:5. Nays: 0. Motion passed.

Mayor Lee brought up the subject of panhandling due to a recent event in the city.  The council discussed if there were any actions that could be taken to prevent or detour people from this act.  Further investigation is needed.

The Water Committee has been taking classes and touring the water plant.

Ron Walker presented the planning commission report.  During their quarterly meeting October 5, 2023, a resident asked if they need to have a change of zoning code since moving DACC office to 9321 Market St. Planning commission makes a recommendation for a variance from R1 to C1.  Alderman Wetzel made a motion to accept the variance from R1 to C1 for 9321 Market St.  Alderman Standridge 2nd. A Voice Vote. Yays:5. Nays:0.  Motion passed.

Yancy Poynter presented the utility report.

Water Dept.

  • Installed one service.
  • Repaired one leak.
  • P.U. out at plant (out for repairs)
  • Replaced block heater on plant genset.
  • Replaced valve and regulator on chlorine analyzer.
  • Replaced filter effluent value.
  • Replaced post chlorine solenoid valve.

Sewer Dept.

  • Terminated one service.

Street Dept.

  • Replaced switch Pavilion #2
  • Spring broke on whale at the city park.

The Council approved the purchase of new whale for the park.

No Fire Report.

Police report presented by Chief Dalrymple.  Total calls 608. Contacts 148.  Property checks 103. Extra patrols 439.  Chief Dalrymple reported that all cars/officers have mics now to go with the cameras. Resource Officer report stated having two active shooter drills, 70 Campus patrols and 11 after hours sporting events.

Mayor reported the Park Grant application had received 37 out of 39 on the point system.

Mayor reported a request for a slider gate and opener for the water utility storage area.  The Council approved the purchase of a new gate.
