Minutes September 19, 2023

The City of Dover in Pope County, State of Arkansas, met in regular session September 19, 2023, at the Dover City Hall. The following were present:  Mayor Lee presiding and the following Council members:  Russell Warhurst, Fred Standridge, Chris Walker, Connie Ragsdale, Carl Wetzel, and Brent Hottinger.

Absent:  Attorney Luker.

Prayer:  Russell Warhurst.

Pledge of Allegiance: Fred Standridge.

The minutes of the August 15, 2023, meeting were reviewed and there being no corrections, Alderman Standridge made a motion to approve minutes. Alderman Walker 2nd.  A Voice Vote.  Yeas:5.  Nays:0.  Motion carried.

The monthly bills were reviewed and signed.  Alderman Warhurst made a motion to approve payment of bills.  Alderwoman Ragsdale 2nd.  A Voice Vote. Yeas:5.  Nays:0.  Motion carried.

The council reviewed the balance sheet for the month.

Mellissa Sanders presented the library report.  There were 2006 visitors, and 20 new cards were issued.  September is National Library Card Month; they are hoping for more new cards to be issued this month.  The library will be doing Tie-Die T-shirts for Ozark Memories Day.

Marion Helton spoke to the council on the Jake Brakes Ordinance.  He is in opposition to the proposed new ordinance to move the Jake Brake sign closer to downtown.  He thinks it would be detrimental to the city.  Ron Walker said he can hear the Jake Brakes on the east end of town from the Dover Heights area.  The council said this issue needs further discussion.

Mayor Lee asked for volunteers to form a Trail Grant Committee, to help Ryan White with planning and acquiring funding for building a bike/ walking/ jogging trail around Dover.  Alderwoman Ragsdale volunteered. They are going to ask for volunteers, in the Chamber of Commerce, to help on the committee.

Ron Walker presented the planning commission report.  Next meeting of planning commission is October 5th,2023, 6:30pm at City Hall.  Of the two abandoned houses that need to be cleaned up, one owner has been notified and is working on getting his cleaned up; two attempts have been made on the second, with no response.  Further steps will need to be taken on the second.

The DACC asked for help with OMD funding from the Council.  Alderman Wetzel made a motion to donate $1700.  Alderman Hottinger 2nd.  A voice Vote.  Yeas:5.  Nays:0.  Motion carried.

The City of Dover has two obsolete vehicles to sell.  After some discussion, Alderman Standridge made a motion to sell 1986 Blazer at auction.  Alderman Walker 2nd.  A Voice Vote. Yeas:5. Nays:0.   Motion carried.  Alderman Standridge made a motion to sell or donate the 2006 Impala to the Hector Fire Department.  Alderwoman Ragsdale. 2nd.  A Voice Vote.  Yeas:5. Nays:0.  Motion carried.

In the last year, Two East Lab students had contacted Mayor Lee on a project for school to improve sidewalks in the city. The mayor has contacted several companies to get bids on this with no success.  Ryan White heard and volunteered to help.  The mayor and street department met with the students recently to determine where they would like to start.

Yancey Pointer was absent. Mayor Lee read the utility report.

Water Dept.

  • Installed 1 service.
  • Repaired 1 leak.
  • Replaced several meters.
  • Replaced solenoid value on finish turbidity meter.

Sewer Dept.

  • Rebuilt starter lift station #1 pump #2
  • Replaced hour meter lift station #1 pump #1

Street Dept.

  • Patched streets.
  • Cleaned ditches.

The Street Department received the new work truck.  The Water Committee are taking classes and planning to tour the water plant.

Fire report presented by Chief Charles Duvall.  They had 13 Calls.  They have been doing Nuclear and fire dynamics training.  They have 2 new trainees.  They had Show and Tell at the library and Summer Splash at church.

Police report presented by Chief Dalrymple.  Total calls 896, contacts 196, property checks 411, extra patrols 566.  Chief Dalrymple and Captain Titsworth reported that the Johnson County Sheriff’s department has agreed to help house misdemeanor warrant detainees because of overcrowding at Pope Co. This will help to collect more of the outstanding misdemeanor fines due to the City of Dover.

Mayor Lee presented Ordinance 2023-5, an ordinance permitting employment of the City Recorder. Whereas the City desires to be able to employ the currently appointed City Recorder on a part-time basis to assist in administrative and other duties as needed at Dover City Hall.

Alderman Standridge made a motion to suspend rules and have 1st reading of ordinance by title only. Alderman Warhurst 2nd. A Voice Vote. Yeas:5 Nays:0. Motion carried.  Mayor Lee read the ordinance.  Alderman Standridge made a motion to accept the ordinance as read. Alderman Walker 2nd. A Voice Vote. Yeas:5 Nays :0 Motion carried.

Alderman Standridge made a motion to suspend rules and have the 2nd reading by title only. Alderman Warhurst 2nd.  A Voice Vote.  Yeas:5. Nays:0.  Motion carried.   Mayor Lee read the ordinance.  Alderman Standridge made a motion to accept the ordinance as read.  Alderwoman Ragsdale 2nd. A Voice Vote. Yeas:5. Nays:0. Motion carried.

Alderman Standridge made a motion to suspend rules and have the 3rd and final reading by title only. Alderman Hottinger 2nd. A Voice Vote. Yeas:5 Nays:0.  Motion carried.  Mayor Lee read the ordinance.  Alderman Standridge made a motion to accept ordinance as read. Alderman Wetzel 2nd. A Voice Vote. Yeas:5. Nays:0. Motion carried.

Alderman Standridge made a motion to invoke an emergency clause and place ordinance in full effect.  Alderwoman Ragsdale 2nd.  A Voice Vote. Yeas:5 Nays:0. Motion carried.

Mayor Lee reported the fun park grant has been received at the grant office and is in review.  He gave an update from ESI engineering firm for the rehabilitation of sewer system project and an update on Municipal League Insurance change for property and equipment.
