Dover City Council
Minutes September 16, 2025
The City of Dover in Pope County, State of Arkansas, met in regular session September 16, 2025, 6 p.m. at the Dover City Hall. The following were present: Mayor Roger Lee presiding and the following Council members: Russell Warhurst, Chris Walker, Carl Wetzel, Brent Hottinger, Connie Ragsdale, and Attorney Jacob Phillips.
Absent: Fred Standridge.
Prayer: Brent Hottinger.
Pledge of Allegiance: Chris Walker.
Roll Call: Recorder Renee Nelson.
Minutes of August 19, 2025, meeting were reviewed and there being no corrections, Council member Ragsdale made a motion to approve the minutes. Council member Wetzel 2nd. A voice vote. Yeas:5. Nays: 0. Motion carried.
Monthly bills were received and signed. Council member Warhurst made a motion to approve payment of bills. Council member Hottinger 2nd. A voice vote. Yeas:5. Nays: 0. Motion carried.
Reviewed balance sheet and monthly financials.
Grant Updates: Bridge grant will start feasibility study soon. Great Strides/Trail Grant and Fun Park Grants are under review by the grant committees.
No Library Report.
Ron Walker presented the planning commission report.
Land has been purchased between Harps and Rose Drug. A First State Bank ATM building is slated to go in. The Sports Complex on Hwy 7 is working on finishing the building and parking. The next planning commission meeting is scheduled for October 2, 2025, at 6:30 pm. at the City Hall.
J.J. White and the utilities crew were working a leak at Maple St. Mayor Lee read the utilities report.
Water Dept.
- Repaired leak raw water line at plant
- Installed new motor starter raw water pump #2
- Installed new motor raw water pump #2
- Repaired chlorine analyzer
- Repaired 3 leaks
Sewer Dept.
- Cleared floor drain at City Hall
- Beginning with billing on Round Rock Road next billing cycle with new meter.
- Sewer project update-Mayor Lee and Mr. White had a meeting with Steve Mallet on Monday. Dover construction is done. Russellville’s is in the final stages of completion.
Street Dept.
- Replaced battery fire department genset
- Cleaned culverts
- Burn brush at City Park
- Trimmed limbs
- Repaired driveway at fire department
- Patched potholes
- Mowing and weed eating
Dover High School students have asked for more crosswalks in the city. Crosswalks on Hwy 7 will be maintained by Arkansas Highway Department. The mayor will have a meeting with the students and the superintendent about others on the city’s streets. Water fee increases will be studied and discussed at the next council meeting.
No Fire Report.
Chief Josh Titsworth presented the Police Report.
The police department responded to 48 calls for service, 80 traffic stops, 6 motor vehicle accidents, 7 criminal offences, and 9 community/safety calls last month.
Mayor Lee read a resignation letter from Council member Chris Walker. He is moving out of the city limits. Council member Walker is in Ward 1 Position 2. After September 17, 2025, this position will be vacant. At the next council meeting the mayor will be taking nominations to fill the position. Ward 1 runs along West Camp Street to city limit boundary and East Camp to South Maple to 164 city limit boundaries. East Camp Street to Myers Road to city limit boundaries. Ward maps can be found on www.popecountyar.gov or come by the Dover City Hall to obtain a copy.
Council member Carl Wetzel presented to the council a summary book of Ordinance’s and Resolution’s that the recorder had put together.
Council member Ragsdale made a motion to adjourn. Council member Walker 2nd. A voice vote. Yeas:5. Nays:0. Motion carried.
