Minutes Special Called Meeting September 3, 2024
The City of Dover in Pope County, State of Arkansas, met in Special Called Meeting, September 3, 2024, at 6 pm at the Dover City Hall. The following were present: Mayor Roger Lee presiding and the following council members: Brent Hottinger, Russ Warhurst, Chris Walker, Connie Ragsdale, and Recorder Renee Nelson.
Absent: Fred Standridge, Carl Wetzel, Attorney Deidre Luker.
Prayer: Mayor Lee.
Mayor presented Resolution 2024-5, USDA grant for the fire department of up to $15,000 match for equipment. Council member Hottinger made a motion to approve Resolution 2024-5 for grant funds. Council member Walker 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Mayor Lee presented Resolution 2024-6, USDA grant for the street department of up to $10,000 match for new mower. Council member Ragsdale made a motion to approve Resolution 2024-6 for grant funds. Council member Walker 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Mayor asked the council for approval to opening an account for the grant funds. Council member Hottinger made a motion to approve opening an account for grant funds. Council member Warhurst 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Mayor lee presented Resolution 2024-7, for contracting employment with Roger Wright and Nathan Jones. Council member Walker made a motion to approve Resolution 2024-7. Council member Ragsdale 2nd. A voice vote. Yeas:4. Nays:0. Motion carried.
Recorder Renee Nelson discussed a certificate for destruction of accounting supporting documents and extra copies of documents. She gave the council members copies of the records retention and destruction laws. The council said they would approve disposal of records if she followed the laws, A.C.A. 14-2-203 and A.C.A. 16-10-211. The affidavit of destruction would need to be signed by one council member and one municipal employee before being destroyed.
